L3RS Foundation

A Standard for Regulated Digital Assets

L3RS defines deterministic behavior for digital assets operating in regulated financial environments.

An open standard developed to enable compliance-aware digital financial infrastructure.

Digital Asset Infrastructure Stack

L3RS operates as a behavioral layer above token standards and ledger infrastructure, defining how regulated assets must behave.

Why It Matters

Most token standards define how tokens are transferred, but not how regulated assets must behave. Transfer mechanics alone cannot enforce compliance rules, validate identity, or guarantee deterministic outcomes under regulatory constraints.

L3RS closes this gap by embedding behavioral rules at the protocol layer. The result is a standard where compliance is enforced deterministically, not assumed or bolted on as an application feature.

Embedded Compliance

Regulatory rules encoded at the protocol layer, not bypassable by application logic.

Deterministic State

Asset transitions are fully predictable and verifiable under all conditions.

Identity Validation

Federated identity support across jurisdictions without a single provider.

Cross-Ledger Integrity

Behavioral guarantees maintained across heterogeneous ledger environments.

Governance

The L3RS Foundation maintains the standard through a structured, transparent governance process. Changes to the specification are reviewed by the Technical Steering Committee, ratified by the Board of Governors, and published following a formal amendment process.

Board of Governors

Strategic oversight, membership ratification, and final authority on standard releases.

Technical Steering Committee

Technical review, conformance criteria, and specification development.

Working Groups

Focused working groups for compliance, identity, governance, and interoperability.

Regulatory Advisory Council

Independent regulatory and policy expertise advising on alignment with global frameworks.

Built on L3RS-1

Certified commercial technologies built on the L3RS-1 standard, demonstrating production-grade regulated digital asset infrastructure.

Fiat-on-Chain delivers live payment infrastructure built on L3RS-1: GBP, EUR, and USD placed on-chain with central bank-safeguarded liquidity, settled without fractional reserve risk. The architecture designed for sovereign CBDC now powers commercial payments with full compliance, identity, and governance enforcement at the protocol layer.
